This board has a lot of removable IC chips. Should I just leave them on or send the separate? What would this be classified as?

As it stands that is a High Telco board.
Start pulling chips and you run the risk of it dropping to High Peripheral (low telco is high telco plus junk per Chris, at least most of the time). I have done comparisons and it almost never makes sense to pull chips, unless they are better than IC chips (or maybe if you are an experienced gold processor yourself). Even then it may not be worth it if the chips are light. Pulled a gold cap IC off a board recently only to discover that it was so light (had to be weighed on a gem scale) that it was only worth a little over a dollar. The board meanwhile lost over a dollars value by no longer being a gold cap/gold edge/CNC class.

You could always remove all the socketed chips and weigh them and the board separately to check if it makes more sense to leave them on or not. Can always re-socket them.

Personally I'd put it in high Telco and not worry about it.
