As long as you remove all the other stuff on them yes, clean aluminum heatsinks.

I don't take PSUs apart currently, not enough time, but even when I was I would only remove heatsinks if I could easily access all the screws or leverage them off the steel posts or other connections. That way I wouldn't end up with steel stuck in the heatsink.
Course you can always rip them off, mosfets and all the other goodies, and then you don't have to worry about reaching the screws.
