Hi,

Would these old phone boards go into High Peripheral or would they fall to Low Peripheral?

High Peripheral.
You have no heavy junk. I would remove L1. Also the 2 electrolytic capacitors located to the upper right of L1.
You have plenty of MLCCs capacitors. Looks like gold contacts in the 2 connectors. Just enough ICs.
You squeak just in at High Peripheral.

IMO its a toss up, its close to high peripheral but not quite, not quite low peripheral ether. I would send it in as high peripheral myself.

Not all MLCCs are equal, if the board is late 90s or newer the MLCCs could be a lower grade. With that 97 date stamp it very well could be using the newer lower grade MLCCs. I think shark has a good video on MLCCs that goes over the differences.

I only mentioned the MLCCs with the rational. That the presnce of MLCCs was better than none at all. It is still a close call between High or Low Peripheral.
Here to learn like everybody else.
