Shipping gun I bought on amazon years ago. They last a long time.
Shipping tape I bought on amazon years ago in a multiple package.
Boxes, I work at a Casino, and they are literally everywhere. I go down to shipping and receiving and they have a guy who breaks up boxes. I ask him if I can have some and he loves that he doesn't have to break them up.
Bubble wrap I sourced a very large bundle from a local box store (maybe Walmart?).

There might be cheaper alternatives to obtain materials but that is how my father and I process and ship. We are always open to learning and new ideas.

Go to your local grocery store when they are stocking. They are happy to give you as many boxes as you want.

Reusing Amazon boxes works for me.

As a mentioned on another post of yours I use a commercial book shredder to shred cardboard. I haven’t bought internal packing material in almost 20 years.

I pack small boxes by class. Band larger boards cross tie with zip ties. Place smaller boxes and tied boards in larger boxes.

My favourite choice is buying used wardrobe boxes from my local U-Haul location. They sell them new for $40 but used they’re $5.

I use the strip cut cardboard sheets to pack it all safely inside the wardrobe box.
The hen using a shipping service you can get measurement based rates for the box that are lower than the pure weight prices. USPS, DHL, FedEx and nearly all LTL companies offer discounts for particular measurements. Cubic rate, preferred dimensions, etc.

So, maybe it is just my way of thinking of things... BUT...
If you log into your account via the USPS website & add boxes (or tape, labels, etc.) to your shopping cart that have an advertised price of $0.00, & then go to the checkout section where you'll see your Grand Total for that transaction is $0.00 (as long as you also choose Ground Advantage for delivery option), & you place your order completing the transaction for the purchase of said item(s).., then technically, aren't those then your items at that point to do with as you please? Example, you purchase a T-shirt from a retail store, they aren't allowed to follow you outside and demand that you wear it backwards "or else", are they?
Now, if you walk into the post office and pick up a free box off the shelf and try to use it at the counter as a filler for your package you brought with you.., now I could see that becoming an issue of course... But if you completed a recorded transaction for an item using the sellers method of sale, then I'm pretty certain it is yours from that point forward...

Again, maybe I'm severely wrong in this thinking, but I used to order the cremation kits from USPS just for the free rolls of packing tape (don't judge me!!!) & the small dvd type boxes which I would actually fold them inside-out and then place into a 11x9 poly bag that you couldn't see through when I needed to ship something... To me it's like Wal-Mart when you pass the point of sale and the greeter asks to see your receipt.... You can just say "No" and keep walking out the door. After going through the checkout process, that store don't have claim or right to what you purchased anymore, it's yours...
