3 is actually a CPU riser card, they usually go as telco.

It's not as clear cut as it's made out to be and you're quite close.
especially in that pentium II- III /AMD k5 era that are boundary benders .
Slot processors are always slot processors but there's quite a few riser units that cross over int the sp category so when in doubt always ask. I've had quite a few bumped up and an equal amount cut down before I figured out exacts and still make occasional mistakes on CPU riser boards.

It was a time when intellectual advancement outpaced the tech to put it into use. 92-98 is the hardest era to class anything because there's so much variation.
Your board here is a gorgeous example of we want to so we will. Whoever thought that was a good idea needs to pass whatever they're (naughty reference) but it's a prime example of there's room so jam it on there.

By the way look what's actually on there to understand the genius of stupidity involved. You have a full 806XX series CPU. 4 I/O controllers. A coprocessor. 6 active ports 1 in 5 out. Enough cache rom to make an i3 jealous!
Forgot the fact you need a massive fanned heatsink and 2 more 280mm fans to keep it from melting to goo! It's still impressive to put an entire ATX motherboard on a single CPU riser.
