That probably means that the board is lacquered, which downgrades the board to mid grade, which is pretty much that rate.

The photo is awful, which may make grading even more subjective.

Between lostinlodos and Boardsort giving you low peripheral and midgrade grades, it's likely one of those. If you can get a better picture, and of the other side if anything is there, it would be easier to verify that for you.

It’s a basic wide body house phone.
Before peripheral split these went as midgrade generally. But Foster, Simmons. RCA etc hade versions that were worth slightly more.
This looks like a foster 400 series base OEM
If it has the large ASIC on the back? It’ll probably be low peripheral if not it’ll likely be midgrade.

Then again, if Chris said it’s mid grade that’s what it is
