Agree, not sure if the lonely IC and tantalum could get you a bump with the damage already done.

There's no visible gold I can see of anywhere on these boards. They had 1.5lb. aluminum heat sinks each board.

That’s midgrade.

Lost,inlodos, I have waited five years to tell you you are wrong...maybe. I have been cleaning crypto antminer hash boards, probably about 2000 of them. I don't wear a hat, so I am not talking thru my hat, but Chris said the hashboards with heatsinks (I'll post photo on both sides would classify as midgrade. With the heatsinks removed, he said the price would be considerably more, but still less than peripheral low grade.
One side has the chrome colored heatsinks soldered onto thebut there grid pattern in the oblong sections. The other side has a larger heat sink, bright aluminum color, and it is attached to a small black plastic chip. Sometimes the chip stays attached to the board, sometimes the top plastic layer is ripped off exposing the precious metal content, and often, the heatsink with the chip attached is ripped from the board, tearing the copper layer. The reverse usually pops the sink off, leaving the solder coating, but having the grid lines implied. So any of the boards having one side covered with the little black rectangles is still full populated, chip wise.
Now those boards that have major tiny chip removal (there are 60 on one side of the boards I have) or even partial chip removal, I have no idea if Chris' quote will stand. There are no exposed gold pins, but there is lots of tiny gold rimmed circles and dots. Plus some of the grids where the sink/chip is missing has the gold plating showing. If a person only has a few boards they may get tossed into midgrade, but with several pounds or hundreds of pounds, they will get a closer look. And then again, when Chris gets a closer look at my "clean" boards, he may agree with you.

... The only "population" is the tiny ic under the heat sinks, which is a paper thin plastic casing. there are five tiny aluminum capacitors by the connector. The back side had the heat sink soldered directly to the board.

Removing heat sinks is not considered depopulating, especially when advised to do so by the Buyer at Large.

Both sets of pictures are actually pretty blurry, but meowpher's do have ICs still. The original pics don't seem to have any, but again the pictures are not great. Unless a better image is supplied I would stand by midgrade for the OP, meowpher's should be better than that though.

Sorry I missed the continuation of this.
I’ll say upfront here I know nothing of these type of cards. Just my first glance look. Appears Meowpher has some experience so I’ll differ to you before keeping or changing my grade.
Especially because I’m seeing the opposite of marked in close inspection of the poor images.
Looks like the original may have chips and the repost doesn’t.

So are these boards surface printed ICs with a shell, a sink on top? Such as you see with streaming boxes and retro game emulators?
If so (my eg go as high peripheral despite looking like midgrade junk) then this may actually qualify as high telco.
Even without the caps as long as the actual IC and printing is still there.

I’ve been in this game longer than some users have been alive. (I’m not that old though).

I’ve seen “low grade” looking brown boards go as telco and shiny “gold” boards get midgrade.
I’ve stripped and sold solid silver and gold wires. Found platinum and palladium connectors. Pulled 14k gold sockets from $10 calculators.

Nobody ever knows everything, that’s why we’re here.
If I’m wrong I’ll admit it. It’s good to be wrong because you learn something new.
